I think that's a great use for it. I'm recommending one to my mother's neighbor because of the price, and the fact that they're really only doing internet and word processing with it.
Plus their old desktop was littered with adware and crap applications, so this will take some of that out of their hands.
Seems like a great little piece of hardware for $250.
My only concern is screen size - I hope she can see an 11" screen. My cousin keeps saying IPAD and I'm saying um, that's even SMALLER! and MORE EXPENSIVE.
Not to mention you'd have to buy a keyboard for her as well, which increases the price even more. I mean, you're doubling the price of the Chromebook there.
Actually, something to think about, I don't know what the accessibility features are like on the Chromebook. For a Windows laptop, there are lots of options about increasing font sizes, bigger icons, higher contrast, magnifiers, etc. Not sure what's available for ChromeOS.
