I guess I could wait a long time for anyone to come up with it but the most significant factors are clearly cost to the party who is doing the targetting, in terms of personnel, perception and dollars. Pretty much all else is smoke.
you know how the russians handle 'annoyances' ya? don't see much of chechen rebels these days.

are you suggesting a democratic appointed AG would attempt to usurp rights protected under the constitution? i don't see any reason why a household would need to have anything more than exactly one black-powder musket per resident, just like our founding fathers stated. no justification at all.

Well, can we look at it another way; is the side killing the most civilians the good guy, or the bad guy?
missed this the first time.

if i may apply the context of the GWoT, this would pit our greatest military strength (omnipresence) against something wholly irrelevant (civilian bodycount). for if you suggest that more civilian casualties == more vilification, we would hands down be the more evil, for our civilians are unreachable in the numbers "theirs" are.

In todays asymetrical wars, the dividing line between legal and illegal combatants is thin, and hard to distinguish. 20 years ago, we thought Russia was the next actual enemy (in battle...) and the Law of Armed Conflict (LOAC) was designed around that precept. Also around the idea that represnetatives of warring nations or factions wear uniforms with distinguishing characteristics. It is now as easy as dropping your weapon and running around the corner to go from combatant to innocent civillian.
Hitler began terror bombing Britain when tactical bombing failed, figuring if he bought the populace to their knees, he could bring the whole nation down. Not so much.
Dont forget, winners write the history books...

So you're saying a rhetorical abstraction is more important than reality?

We invent "principles" out of generalizations from experience...yeah, it's somewhat self-perpetuating, as our generalizations are intended to guide future behavior...but these things don't pop into being without considering reality.

They put them in danger intentionally, so they are responsible. If they cared they would reside in a military base and keep civilians out of the picture.
So true...

Its not our fault if we need to kill everyone over in Iraq just because they crashed some planes.
