My experience with glow-in-the-dark fat-wheel cutouts and frame trim is that it's rarely dark enough to actually appreciate, as almost any other light easily washes it out and you need near total darkness, then it looks cool. I thought it would be cool to do and would constantly get "recharged" any time a headlight flashed it, but it just doesn't quite work. Photo-luminescence under UV on the other hand, that is probably a much better ticket.
