I just got a used BB and crank installed on an old GT XCR4000. If I tighten the left crank too much, I noticed it starts to dig into the BB. Does this mean I have the wrong size BB? Am I not supposed to torque the crank bolt too much.

Could be the wrong size BB spindle. If the cranks are square taper and not splined, it could mean the cranks are shot.

Then yes, the bottom bracket is too short. Either the spindle, or possibly, the width of the actual bottom bracket.
