Front Range, dude...
To catch up, the Iraqi military has been soundly defeated. The insurgency, mainly Muslim radical types aided by Al Queda and who knows who, have proven a tougher nut to crack. Our elected officials have been trying to figure out a way to get out of GWs mess, with some semblance of honor and not leaving Iraq a complete shambles. No one wants to simply withdraw, all want to declare some kind of victory.
How do you define it, and what will it take?
Me, I am for getting in the wayback machine and stopping GW from ever starting this mess. That not being feasible, I advocate withdrawl of most ground forces, leaving behind advisors (Read- SF types to train and advise in counter insurgency tactics) and admitting to the UN and world that we (GW) bit off more than we anticipated, and need help. Eating a little crow would definitely help this (mis)administration in the world view. Suck it up, Georgie...

Anyone seen those pesky WMDs? Anyone?

The whole reason for the invasion was to have a permanent military presence. Complete withdrawl in the next 20 years is failure.

Bush said it himself:
"I shat the bed in Iraq, and I am leaving it for the next administration to clean up..."

or something like that. It's clear based on that, one can define victory as:
"Make it to 2009 without being assassinated"

Well I wish it would Reagonomics its way into my gas tank already.
You're in the wrong place, I've heard in the first 10 or so months of the invasion 19 out of 20 billion US tax dollars have evaporated in Iraq. I've heard figures of 8 billion dollars too but that'd be enough to fill up your car?

Those are just tax dollars. I dont really pay a ton in taxes. The US is a pretty big place with a big pot to pull from.
