That is to say: the right to bear arms AGAINST the union, in order to keep it in line (which was the original interpretation). Security of a free state - the people from the government.

It was written to appease the colonists/early states who were afraid the government would take away what they already had. They had organized militias that could rise up should the Union government get out of hand. they did not want to have their militias disbanded.
