I would say both.

I still feel bad for Powell being tossed under the bus, but at least he had the balls to step off when he could. So I still respect him as a military officer and all around good guy.

This "admission of guilt" is irrelevant. Those fvcks (the bush administration) were just looking for an excuse. If they hadn't found Abdul the douchebag here to cook up the lie about WMD's they would have found somebody else or another excuse. The Bush administration knew it was all lies which is the only reason they needed a patsy like this guy and Powell in the first place, that is, someone to take the blame.

If Powell gave a press conference apologizing for a couple of hundred thousand deaths, and then self-immolated on the steps of the Bush presidential library, I'd forgive him.
