Have a new tire that was scraped along some pavement....is this patchable? Just had it installed at a bike shop for $53, does this seem a reasonable price? (Am new to biking)

Yes....had to bolt an adapter with a 2 inch receiver on, it came with thin washers and no torque specs, tightened with a half inch ratchet, as tight as could get it, but didn't use a big breaker bar.....was OK for 50 miles, but eventually, the washers failed, started slipping through the bolt holes(they were bigger than the washers, really needed thicker, bigger washers).....hit a huge rolling highway bump, and it started to drag.....my fault, upon inspecting the damage, it was obvious the washers were too small for the bolt holes, just didn't analyze it....newbie mistake.....gonna take some welding to fix it, but with good washers, and a big torque wrench, should be OK.....
