I was watching on the news the other night about Seattle wanting to increase fines for traffic and parking violations, so they would have more revenue. Basically the city depends on these fines to meet its budget.
I got to thinking that if all the citizens of a city were on their best behavior and nobody did anything that would get them fined, the city would be in pretty big financial troubles and would have to look elsewhere for it's revenue. Which would probably mean raising taxes...
Does that mean by staying too long at meters, and speeding that people are being 'good' civic minded individuals?
