Brilliant...just fucking brilliant. I hold a TS/SCI clearance, and I got mine through the first go...as I took the SF86 process seriously and put some effort into it. Its not hard to get cleared, as long as you arent trying to hide anything, and you take the process seriously. What a douche...
My agency has messed up a bunch of these too, what happens is the agency never has the investigators do "part 2" of the background investigation. Part 1 gives you the interim clearance, then your agency has to get "Part 2" done. At least with us, it's not the responsibility of the FBI or any one else, even though some records are cleared through them, it's our agency that runs the process.

Doesn't sound like it:

At the daily briefing on Tuesday, Sanders was asked by reporters how Wray’s testimony that Porter’s background check was complete squared with her prior claim the procedure was ongoing. Sanders said “both” were true because the FBI passed along its reports to the White House Personnel Security Office, which still “had not finished” its own review.
"Had not finished" means it went into the round file when it was sent back from the FBI. That's exactly what happened with my agency, they "forgot" to finish the background checks. WH is trying to spin this like they didn't drop the ball. They dropped the ball.

In my experience, there is no "ongoing." Until the background is finished, you simply are excluded from any and all briefings with classified content. You may attend briefings, but when the content rises to a level above your current clearance, you are told to leave. And the "Well, his background is ongoing..." doesnt work. "Forgetting to finish" is a breech of national security and could/should result in charges for dereliction of duty being brought against the responsible parties. "Forgetting to finish" in my world would simply result in a clearance not being awarded.

Agree that the ball was dropped. But in his case, no one gave a shit that it was dropped.

Yeah, and it helps that military clearances/background checks normally do not involve the FBI. They are performed by contractors who are paid on commission basis. Ironic that the clearance level and the rules are the same...

Whats more frustrating is that we are threatened with jail time over seepages and breaches, losing a clearance for cause is a career ender, and clearances can be lost/suspended for things such as a valid prescription for an opiate. Witness the military folks who screamed bloody murder over (S)Hilarys email server and the "lost" emails...we are held to such a different standard than our elected and appointed officials.

Also worth noting that "interim clearances" do not, afik, exist for anything above Secret. Interim only serves to get you into the office/work, and Secret info is not really that secret in the end.
