I'm gonna be racing DS and would like some opinions on how it would be easy to make my bike lighter. I don't want to spend much and if I dont save around 100 grams (around .25 lb) each thing, I'm probably not interested but just say it anyways.

My bike is as follows....

2004 Snipes EleMental frame (4.2 pounds)
2001 Marzocchi Z.3
Truvativ ISIS SL bottom bracket
FSA V-drive cranks
Kona Jack-**** pedals (soon will be Wellgo WAM-B38)
Evil bashguard
S&M BMX seat
Protaper bars
ODI Oury lock-on grips
Hayes mag flipflop brakes 8"/6"
Cane Creek C2 headset
Snipes stem (way too heavy... suggest another please)
XT shifter pod
105 derailleur
Dura Ace cassette
Mag 30 24" rear rim on XT disc hub
Maxxis highroller 24" 2.7 rear tire (way too big and heavy... suggest another please)
Snipes front rim on Novatec 20mm hub
Larsen TT 2.35 front tire

Right now it is around 31.5 pounds and I know I can easily get it sub 30. I'm thinking a rhynolite wheelset but I love my wheels (strength) and I'd need a 24" rear.
Also, I'm thinking an Arrow Racing 24" 2.3 Launch tire
I'd like to keep the stem 60mm or less.

Stem- Thompson or similar.
Wheels I would do first. For DS, I like Rhynolites w/ Conti Vertical Pro 2.3" tires. The tires are for trail use, and have a great tread pattern for hardpack. Very round profile that makes them transition from side to side very quickly.
This is the wheel/tire set up that I use on my trail bike. It works very well. Very fast rolling.
