Is the stem and handelbars backwards because the top-tube is too long, or because it was put together wrong?

Those people have to be complete retards to not notice the backwards handlebars. At first, I thought they just had them turned around, then I noticed where the brake was. I imagine that would be hard to ride...

I just reexamined the picture and it shows some mud buildup on the front of the crown, that leads me to beleive that the fork was backwards and someone called it out, so they simply fliped the whole thing 180 degrees. They are still retards tho.
