say, there are areas were fertility is 5.5-6 children per woman, infant death rates sky high, widespread extreme poverty, and where iliteracy rates are equally sky high.
given limited resources, making virtually imposible to absorb the growth rate and provide education, heath care and infraestructure, the option of "more social spending" is not available.
what are your thoughts on giving economic incentives (or buying, whatever you wanna call it) to families who "freely" choose to go under the knife.
