The problem was, that the sanctions bill, as written at the time, was for Russia, Iran, and North Korea, all in one bill. You couldn't vote in favor of sanctioning two countries without sanctioning the the third. Sometimes nuance counts.

All that said; the optics on the "Tad Devine, Paul Manafort and a Russian connected to Putin" are pretty bad if that story in fact holds water. There is some compelling evidence to suggest at this point that the Green Party/Jill Stein Campaign of 2016 was given some Russian "assistance".
