long shot but if you go to Tools > Options > Web Features do you have the load images check box marked and un-check the 'for originating web site only'

one of thing to check is the animation mode, type 'about:config' in the address bar and scroll down to 'image.animation_mode', under 'value' does it say normal, once, or none?

None means animations never play, once means they play once but don't loop, and normal is continuous looping

The web feature settings are as you indicated as is the animation mode.
