Bush has hired less than qualified people (see Alberto Gonzales) who were loyal. McClellan, who did his job as press secretary well, has failed his loyalty test, and there is a huge backlash.

The only person ever put into a position by this administration that had any real level of qualification was Powell and he stepped off after the first term. Rove built this house based on loyalty alone and that's a huge mistake (as evident by the results).
