Formula the Ones question

Your options as I see them.

File the adaptor posts down 1.5mm (no cost option)

buy a 203 formula rotor

buy a 200 formula mount - very expensive compared to other adaptors, and hard to purchase on their own from what I've seen.

run the 200 rotor with the 203 adaptor and have decreased braking and pads that are worn ass ways

If you don't have the rotor yet, just buy a Formula 203. If you do, I'd break out the file.

One more question, could you bleed The Ones on thinner rotors (avid?) to decrease the lever throw?

Yes, just push pull the fluid in the lever while actuating the lever. Leave a bit too much oil pressure and put the bleed screw on quickly before too much oil flows out. If you start with the pads in the right place for the lever you are running this should work.
