Can I use a 203mm Boxxer adapter with the ones with 200mm discs, or do I need the Formula adapter?

Your options as I see them.

File the adaptor posts down 1.5mm (no cost option)

buy a 203 formula rotor

buy a 200 formula mount - very expensive compared to other adaptors, and hard to purchase on their own from what I've seen.

run the 200 rotor with the 203 adaptor and have decreased braking and pads that are worn ass ways

Hacksaw might be quicker. Set up what you got to see what you are dealing with. It is pretty easy to see how much you are off.

Filing off 1.5mm will be no trouble.

As Ben mentioned, fit it first to see how much it is really off, and fit it a few times during the filing process to ensure you are on the right track.

One more question, could you bleed The Ones on thinner rotors (avid?) to decrease the lever throw?

Yes, just push pull the fluid in the lever while actuating the lever. Leave a bit too much oil pressure and put the bleed screw on quickly before too much oil flows out. If you start with the pads in the right place for the lever you are running this should work.
