preparing to defend locally is a lot different than preparing to attack globally.
Umm, my guess is that if the rocket-launching cell were not hiding themselves and their weapons amid the civilian population, no children would have been hit. It's been their strategy for decades and they continually use it to drum up support when an innocent bystander is injured. JMHO.
