This is a simple concept.
Feel free to feel offended and be gay; feel free to be imprisoned for being gay. Which do you want?
How about we take a trip to nambsy pambsy land... Need a kleenex?

I see.

I don't criticize Qatar. I criticize the delegates who decided that a minor thing like criminalizing what goes on in the bedroom should be a minor thing.

I figured there were payoffs involved, I just didn't realize how extensively.

And if it is such a minor thing, why don't you voice your opinion at work tomorrow? Loudly.

That's a great policy for deciding where to be a tourist as an individual. It is a terrible policy for an international organization to uphold.

Their statement should have been something more like "we condemn Qatar and any other nation's criminalization of homosexuality, and hope that sharing international events such as the World Cup will help change policies to those that our friendlier to basic western values of human rights. However, FIFA is not in a position to change Qatar's laws, and as such we must warn our fans that rightly or wrongly, homosexual behavior is currently illegal and persecuted in Qatar."

maybe it was just a backhanded, passive aggressive way of calling out, on an international stage, qatar for being a bunch of oppressive d-bags
