Funny problem with swinger 3way rebound, pls help!

Hello guys, i thought i might get some help around here
since lots of you know most about MTB and suspension.

I have a swinger 3way AIR. Just serviced it and now
it feels alot better overall. But the thing is that the
Rebound damping only works during the first 2/3 of stroke.

At the end of the stroke the rebound is nothing and
the shock is topping out with a top out clunk.

I tried now 4 times to bleed it as my idea was that
it was air trapped in the shock making the rebound
damping work only part of the stroke.

I put the damping part of shock togheter SUBMERGED
in oil as servicemanual says. And i stroke it a few times
to remove airbubles, and tap it too.

It is lubed with slick honey and filled with 5wt oil acc
to spec.

PLEASE POST YOUR IDEAS! i really like to get this thing
togheter now.

PS. service manual says "failure of negative spring, replace
aircanister and seals"

But this problem occurs in the damping assembly only, it
is clearly noticable even without mounting the air canister
and pumping the air spring.
