well, having been a foreign student in the US (an ME too btw) that decided to return after school, I´d say I would not bother if I was her.An interview with one of my former classmates at UW. Can't say we were close friends but we did share beers and cheesy high fives at ME department happy hours. She is a brilliant and rad chick. She has invested a decade in academics with the hopes of employment in the US.

Canada is actually a much nicer place to live (specially for non-whites), and immigration is pretty much straightforward for educated types; a fellow peruvian friend, with a graduate degree from Carnagie Mellon got a work visa in a matter of weeks.
Europe (as in the non-run down places) is pretty cool too, 2 other high-school friends of mine went to ETH Zurich and KU Leuven and stayed there; Their lifestyles (we are all now in our mid-30s) are pretty relaxed and laid back (lots of vacations, travelling and good healthcare), lifestyles which are not very common (or easy to get) in the States
I´ve been a couple times on business and putting some actual work hours in Germany for a few days; and the work-life balance and city layouts/mass transit/ammenities make it a pretty kick-ass living place.
If I were to emigrate, I´d try those place first... the states is a hard place to go if you try to earn a middle/upper-middle class lifestyle as a inmigrant on a salary.
btw; I´d like to retire in Fairhope, Alabama, or some small bucolic town in the gulf coast... so Its not like I dont like the states... its just that is not a country for people living on a wage anymore; labor laws, work-life balance suck; plus healthcare and higher education are ridiculously expensive (if you are of child-bearing age).

I'm personally eyeing a job switch to make a bit more but also get 10 weeks off (with the option for more for correspondingly less pay if desired).
