Uh, sorry. After the wd40 and turning off the juice, use a pair of snap ring pliers, the kind where you can reverse the action. Put 'em in the mode where by squeezing you are putting force to the outside (opposite of regular pliers), then jam 'em in there, squeeze and turn. That usually works for me in this situation. If it doesn't work then yeah, what the others are saying - just continue peeling away peices of the old bulb, shouldn't take too long.
Then (seriously) put a little lube of some kind on the threads, and don't tighten the new bulb too tight, and you won't need a new fixture.
