Make the punishment fit the crime - Public shaming [naming the names!] and forced to eat their own turds.
In olden societies, it was ofter the fear of embarassment and shame that prevented this sort of bad behavior [i was talking at length with some First Nations elders about this over the summer] and in the countries where youths are invisibly prosecuted and punished, this deterrent doesn't exist...
