This is a tough one... I know as I've been looking for similar books. Basically, keep your eyes open and look at moto mags.
I found a pretty good article about linkages and rates in a moto magazine, but it was geared towards setting up a stock street bike with a rising rate linkage suspension to a more linear rate for use on a race course... Sort of the opposite of what mtn bikers are looking for... but the principles are the same.
Finding actual books will be tough and I'll warn that technical-type manuals with a limited readership can easily cost $100 or more.
Good luck and if you find anything be sure to post it.
Well i found this http://www.tonyfoale.com/ but i dont know how much of it is dedicated to shock tuning and rates!?? youre right tho its very expensive!

The Foale book only covers the basics and the theory of damping, with some short notes about a few applied cases. It's much more focused on chassis structure and dynamics. It is however, a great book, and well worth the price (especially compared to an academic text).
I haven't found a comprehensive text on damper design. I bet searching for "(damper or shock) tuning" would turn up some good practical sources that will help you learn how everything works, but not necessarily how to design stuff.
