ive never thought about this...but are grips universal size? will my lock ons on my 31.8 handle bars fit the 22.2 bars im getting?

Yes, they are. Bar size is the clamp area at the stem. The bar tapers to the grip area.

The grip/lever/shifter area of any mtb or bmx bike is 7/8".
Road bikes with drop bars are slightly more. Not sure of that dimension.
