GT 2001 DH-i question about i-Drive

Replaced rear triangle installed new i-drive cups and bearings. The eccentric lock ring (spanner) won't recess enough for the 3 lock bolts to engage the eccentric. The eccentric is very tight I did try to work in back and forth. Have the directions for the job and have read those and have been followed.
The new cups are all steel with GT stamp. The old ones were aluminum and steel insert, some "industries" stamp with patent #.
Paint on the outer cup? I need 2-3 full turns on the eccentric lock ring, a lot.
I know its old but so am I. I use it few times a year, vacation bike. I can't justify spending the cash on a new DH ride from Chicago.
