Has anyone encountered a problem with the bottom bracket "moving" on this bike? I thought I had a case of severe chain stretch until I noted some play in the bottom bracket mounting. Any thoughts on a fix?

It is an eccentric bottom bracket yes? Pinch bolt style?

Yes. It has a Howitzer xr M-15 bottom bracket with a large spacer that does seem to be eccentric in nature. How do I keep it from slipping?

I would just check the tightness of the ebb bolts to make sure they are nice and secure. Maybe use some grease or antiseize on them as well so that they don't get stuck and/or rusty.
