Only the inner piston is moving, very little movement from out piston and these are brand new. I bled them, it made no difference. Anybody ever had a stuck piston???

Look in the manuals for the brakes you have or can find on the Hayes site. Odd that this would happen on a new set, but the basic solution is to take out the old piston, lube it up and set it back in.
Sometimes you can coax a piston back to life by removing the pads and holding the freely moving piston back with a 10mm wrench (DO NOT bend or press that little post) and pumping the brake. With any luck, the piston should free up. If not, then you're going to have to open, inspect, relube, and rebleed the caliper.
I'd be inclined to try coaxing it back to life like zebrahub suggested first.
Hold the active piston in, and pump the lever to encourage the stuck one to come out... let it come out a little, push it back in, and repeat a few times.
If that for some reason fails, or the piston refuses to move at all (which would indicate it is seized, which isn't good at all...) then pull the caliper apart of course.
