It depends on which adjuster your talking about. If your talking about the Power Adjuster Knob on the front of the lever, then if you can't adjust it, don't worry. You don't really need it. Almost everyone I see with El Camino's or Juicy 7's use the power adjustment know as a "Lever Reach" adjustment knob. This isn't really what it's meant for. The power adjustment knob changes the mechanical advantage of your lever. This translates into greater clamping force. But to be quite honest, even at the lowest mechanical advantage, most brakes have plently braking force.
If this is the case, and your just need to adjust reach, use the lever reach adjustment knob located between the lever & your bars. El Camino's either have a black plastic knob or metric allen key to adjust this knob. Clockwise to move lever away from bars. If it's this part that is broken, then you can definatley get just the "master cylinder piston push-rod" as it's part is called and have it replaced (may want to let your LBS do this one).
Also, even if it's the Power Adjuster Knob that's broken, you can replace just that part on El Camino's, just bring it to your LBS. There is no need to buy an entirely new lever or brake unless something else is damaged.
