Remove top cap and unclamp stem from steerer tube on forks.
Remove any spacers on steerer tube.
While supporting frame, cushion the top of steerer tube with a piece of wood and give it a sharp whack with a hammer.
Remove tapered split washer, top race, and bearings.
Pull fork out of frame from bottom.
Remove bottom bearings.
If it's old and rusty, you'll endure the usual hassle with things being stuck, notably the split washer. If this happens, put some penetrating oil on it and try again tomorrow.
You may lose some of the ball bearings, but you ought to replace them anyway as long as you have it apart.
