Hope mono mini brake issue

I've just bought a new bike with hope mono mini brakes. the back brake works fine but the front brake is catching on the disc.

I've tried to adjust the position of the caliper but the pads are tight round the disc.

can any one tell me if the piston on these brakes normally sits flush inside the caliper or is slightly raised?

if the piston is not fully retracting, what can i do?

any other tips or help would be gratfully received

take a plastic tire lever and gently pry the pistons back into the caliper body. Make sure you press them in straight or they will get jammed. At their start position, the pistons will sit flush. If they're hard to press in, you might need to crack the bleeder a bit.

For god's sake, DON'T FORCE ANYTHING.

It also would be a good idea to remove the pads when you do what zebrahum suggests. I'd also put some DOT fluid around the pistons before you push them back in.
