No, it won't pass, and the Reps. will simply attack Feingold as someone trying to drum up press for a run at the Presidency (which is already happening). "Foul-play" they will yell, and if Feingold does someone win the nomination, they will probably use it to Swift-boat him (along with him hating America since he didn't vote for the Patriot Act.)
