i dont believe you can rotate on z axis. Its a 2 d program. There is a rotate tool, but i think if you were to "squash" your image (resize) it would essentially do the same thing. I pretty much always use the "transform" tool for that stuff. I'm pretty sure thats the one.

Edit -> Transform -> Perspective

This is as close to transforming on the Z axis as you get in Photoshop.
