Loosen the three little bolts around BB Axle. Then give each bolt a tap by tapping the end of the allen key. Put a bigger allen key in one of the holes next to little bolts and turn whole aluminum bit. If it doesn't urn easy straight away. maybe back cranks of a touch too, and possible some sort of anti seize/penetrating fluid if it's a real old bike, but they should tap free.
Rotate until chain is tight(rotate cranks to find tightest spot), and do everything back up.
Best to have BB axle in the forward position so pedaling forces don't try to loosen it, but I preferred having it back to shorten stays and lengthen front.
