Yes, if you mean "should I be able to flip the quick release lever with my fingers", and
No, if you've either got a through bolt (ie big nuts on each side) or are turning the nut side of the quick release while the QR is in the closed position.
Either way, when you intend to ride the bike nothing on that front wheel should be "turned" to only finger tight. You'll go "light finger tight" with the QR open, and then cinch it closed, and a through bolt front wheel should be wrench tight. It really sucks when things come off on their own!
