I'm thinking that maybe it was those UPS wanks. Maybe some one else packed it, because seriously, who would do that?

My company used to use that stuff. Only they lined the box and the part with plastic sheeting to keep the foam from sticking to the box or the part. It really works well for protecting stuff but in this case they messed it up. We now have this bags with the foam chemical built in, you press in two places to mix the chemical and stick it in the box, the foam does the rest.
