Couple things you can try.

Easiest is to just clean everything really well with rubbing alcohol and see if it helps. That's probably not the problem, but it never hurts and takes ten seconds.

If they're Hopes, they're pretty much notorious for being loud. You can get a set of the organic pads (instead of the sintered metal ones) which is supposed to almost silence them. Even if they're not Hopes, you can order a set of organic pads, probably from EBC, and it should quiet everything down. They'll wear faster, though.

Last, and probably the hardest to get done, you can try getting your brake mounts faced. The difficulty is that most bike shops don't have the appropriate facing tool and it's pretty expensive - IIRC, it's on the order of $300-400. Could be off on that, though.

It seems to me that some frame and brake combinations just squeal, despite the best efforts to get it to stop. I'm not entirely sure why sometimes it's fixable and sometimes it's not. Seems like Hopes are the most prone to it, though.
