I have been searching to no avail for a 15" complete bike. It does not need to be top of the line but around a 200 dollar price point would be sweet. My wife wants to start riding with me, and I hate to go out and invest in a new rig only to have her not really be in it to win it so to speak. I live in eastern North Carolina if that is any help. Specialized Hardrock XC is cheap, like sub-$300.

The problem is when you get below $300 for a new bike the quality drops significantly compared to a $300 bike.
