I always know where my doggies are (one's in the living room, and the other is napping behind me right now).
They are not outside without supervision.

The good news is that people are working on legislation to bring harsher punishments to those that harm animals (although, the characters that are discussed in this next link get off pretty easy).

The only time I've heard either of my cats utter a noise like that was just before I was utterly shredded while attempting to clip toenails. Even a non-cat person should know that does NOT sound like a happy kitty.
