Can you neg rep someone on your ignore list? I have yet to ignore some one but its becoming very tempting.

Sure you can, "view post" and then neg rep. 
Although i have to admit, I was thinking of how different RM would be if it adopted similar controls to Facebook. Just think, you could hide someone so *nothing* of their posts would show up at all. Then you could make posts that would be viewable by "all *but* Hello Kitty", for instance. Would be a pretty drastic change, but not sure if for the better or not...
