I like the look of "Insta Review" but cant get it to DL.

It's no longer in development but I don't know what you need it for - if you need something robust and evolving, that ain't it, but it's free.

what you say you're looking for is entirely too vague....
if you're looking for a simple "review" script, i can create one in about 15 minutes that is bare bones and entirely functional (and also completely ugly).

pm me and i'll be glad to point you in a few directions based on more info, for example:
production or test site?
personal or public?
database driven or text file?
polished look or plain html?

among others....
of course, you're also more than welcome to head over to freshmeat.net and browse the projects there since there are many that will do what you want.... (you may also want to look at some cms programs).
