Use a deck bolt or big hunk of threaded rod, a couple of nuts and some large washers. Press in one cup at a time. Make sure they are straight and seated flush.

make sure that the headtube is clean of any burrs or scratches on the inside. Use a lot of grease and go very slooooooooooooooooooooooooow.

the first time i did it my wrench assisted and it made all the diference in the learning curve. Use a piece of wood between the headset/vise. Aslo use tons of syne grease on the race/cups/bearings and whipe it clean after tightening.
Align the writing for the pimp factor.

I went to Home Depot and made a press for about $3.00.

Big bolt, maybe 1/2" by about 10" long.
Nut
Several BIG flat washers
PVC fittings like one of these:

You might bring the headset cupp to the store to find a fitting that is just slightly larger for the cup to rest against. The fitting goes against the headset cup so it won't scratch it.

Put the bolt through a washer and then a fitting.
Grease the cup AND the head tube.

Place the cup and put the bolt/washer/fitting through.

Put another fitting and washer on the other end.

Then the nut.

Center everything and tighten slowly.

Remove the "tool" and repeat for other cup.

Good luck.
