did you have a reg press fit hs previously on the bike?

you need to use the race that came with the integrated hs

i have been thinking about it and i might have an answer for you. the top dust cap that goes on over the top race might be hitting the frame. there are very thin tiny spacers that most shops have that fine tunes the distance so that the dust cap is as close to the frame as possible but still far enough that it doesn't rub the frame and cause the fork to not spin.

when i was running an IS-2 with the e13 reducers, i got rid of the upper dust cap and replaced it with a 5mm spacer. worked wonders.
