So this guy on my fire station just got fired from his full time job and I was thinking about sending them my resume. It would be a step up for sure but I am posotive he would know if I worked there. Is that a horrable thing to do? (not sure what happened but I know he did something to get fired)

If you like the guy, ask him. Just say you were looking at applying for the job and wanted to make sure he was cool with it. He might have some insight into why you may or may not want to work there.

If you don't like the guy, then just apply for it. He got fired, it's not like you swooped in and stole the job out from underneath him.
