Its time to upgrade my derailer cables and housing. Ive always run the Jagwire. Is the XTR stuff any better?

IMHO, no. You get the fancy sealed ferrules on the XTR but the housing itself seems to be of the same quality.

Perhaps better to put a little more money into a higher quality cable and keeping everything clean.

I have found both XTR/DA and Jagwire housing work better than the less expensive stuff. XTR/DA housing seems to be pretty slick and durable. Its smoother on the outside than Jagwire, which seams less prone to moving in cable guides or when zip-tied. I have been using machined brass ferrules with good results, they are easier to pull apart to check for blown housing and clean. They also seam to be quieter then alloy ferrules. I used to use tri-flow or slick honey to lube the cable and housing but R&R's Cable Magic is my lube of choice these days!

Cheers!
