Growing up, my friends would hunt on their own from about 12yo onward.

I find the argument "it's up to the parents not the state" interesting. if that's the case, then both parents should have been charged with manslaughter, not the 15yo boy.

During the sentencing, Almli's sister expressed anger at Kales for being so quick to shoot that day despite thick fog on the mountain.

“You ignored and broke all the rules, Tyler. And you have special responsibilities when you carry a gun and you didn’t follow through,” Almli’s sister, Gail Blacker said. “You did something so wrong that day and no one can ever undo it.”

During Kales' trial, Skagit County prosecutor Rich Weyrich said the teen and his older brother would have known that Almli and her companion were people, and not animals, if they had used binoculars.

What did she look like to be mistaken for a bear? Even through the thick fog? I mean, I think he was possibly just doing the gene pool a favor...

Who sends their kids off to go hunting alone???
My parents. I just counted back to work out an age when I went hunting alone and I would have been 10-11 years old. Seemed pretty normal at the time, I'd been doing it supervised for 3-4 years at that point and mum and dad were confident that I was mature enough to do it.

Mind you that was on a remote rural property in Australia so there were no other people anywhere around and good weather and visibility. If I had even thought about taking a shot where I had any doubt about the target or where the bullet would end up I'd have copped hell from dad. I was going after rabbits too.
