Cultures are not static. The best way to evolve a culture of condom non-usage and to create a social norm of condom usage is to consistently expose someone to messaging that condom use is normal, expected, and courteous and that not using a condom is dirty and disrespectful (edit - but feels SOOOooooo much better).
