I'm not going to disagree with Keynes completely, but theres always the lag/overshoot problem with fiscal policy and we have to keep it in mind. The government may enact a tax scheme that would be great for an expanding economy but by the time its effects are felt, the business cycle is already flagging and the added government induced slowdown throws us into a deeper recession or worse. I usually find myself in the "government doesn't know what it's doing" camp however so I'm a bit biased toward tax and spending cuts.
I would prefer that our country's full employment is not achieved with government make-work programs since these produce long term distortions that politicians are not considering when they advocate deficit spending in the short term.
