I'm plaing on switching my DH wheels to tubeless, I'm trying to decide if I should get UST or regular minions. I plan on running maxxis rim strips and stans, on single tracks. Are there any disadvantages to UST tires? Or any advantages or regular tires?

buy regular, it's lighter, and while you're at it go to nsmb.com and read their article on ghetto tubeless, should be cheaper than stans. THough the maxxis rim strips are only like 5 bucks, so that shouldn't be any issue.

I would go with the tubeless ones. They feel like that have a slightly bigger volume and they are alot more complient due to the casing, which is different that the regular DH. However keep in mind that they only come in Super Tacky (UST that is).

on the maxxis website it looks like Minion F come in all three compounds, while R only comes in ST. Is that wrong? Is regular really lighter?

Yes the regular are slightly less weight than the UST

All DH (DHF, DHR, Highroller) UST tires only come in the ST.

If use 823 Mavic tubeless rim can you run a non UST Maxxis tire with stans liquid and you are fine or do you also need the rim strip?

I personally don't run SR much, because I think its a little too squirmy. On rocks it has a deader feel that can help to smooth out the ride, but for tearing into dirt (I ride east coast loam), the ST out performs in my opinion. However, ST gets rock hard during the cold. So for cold weather I throw on a SR if I don't have enough 60s. For racing I run ST front and rear, but for riding I run ST up front and a 60 in the rear.

I have run non UST Maxxis with Stans (stips and liquid) on 729s. I've run Maxxis UST with and without Stans liquid on 729s with Stans strips. The UST tires blow up with a hand pump, the nonUST require an air compressor.
