Can anyone tell me how BB heights are measured; is it to the center or bottom of the spindle?

how would you accout for unknown change in spindle radius? square vs ISIS vs external vs 3piece vs etc....how about bb radius?
Every crank or BB would have a different bb height...does this make sense?
Any and all measurements to a curcular object like this are to the center of the the circle ..center of radius..(unless some odd-ball circle with a very well accepted radius...that bicycle BBs dont have!!).
